This is the latest in an occasional series of blog posts about the campaign for open address data in the UK. Previous posts are listed at the bottom.
In this post, I make available a new open address dataset released by Durham County Council, also known as County Durham.
Background
As described in previous posts, last year at my request Leeds City Council published a new list of all domestic properties in its area, including full addresses and Council Tax bands, with notice of permission to re-use the data under the terms of the Open Government Licence. I have subsequently requested equivalent datasets from a number of other English councils.
I have created a landing page on my Datadaptive site with download links and other information about the Council Tax address datasets released as open data so far:
Release from Durham County Council
The latest council to release its Council Tax address list is Durham County Council in North East England. The Council disclosed the requested data under the FOI Act and granted permission for re-use under the terms of the Open Government Licence (OGL), after a delay to resolve a technical issue with the extraction of the UPRNs (Unique Property Reference Numbers).
You can download my correspondence with the Council, including the information as disclosed: CT_address_list_Durham_County_Council_8854017.zip (17.49 MB).
Thanks to Durham County Council's Information Governance Team for facilitating the disclosure and open licensing of this data.
Geocoded open version of County Durham address dataset
I have created a geocoded version of the Durham County Council address dataset, which you can also download: DURHAM_CTBANDS_ONSUD_202510.zip (38.7 MB).
This dataset contains all of the information from the underlying Council dataset, other than the postcodes. Geographic coordinates and postcodes have been appended from the latest edition of the ONS UPRN Directory (October 2025). I have prepared the data in CSV and GeoJSON formats, suitable for re-use under the terms of the Open Government Licence. Please see the enclosed ReadMe file for additional information.
