This is the latest in an occasional series of blog posts about the campaign for open address data in the UK. Previous posts are listed at the bottom.
In this post, I highlight an open address dataset published by Cornwall Council and provide a geocoded version of the data.
Background
As described in previous posts, last year at my request Leeds City Council published a new list of all domestic properties in its area, including full addresses and Council Tax bands, with notice of permission to re-use the data under the terms of the Open Government Licence. I have subsequently requested equivalent datasets from a small number of other English councils.
Release from Cornwall Council
I recently learned to my surprise that Cornwall Council, in the South West of England, has made its Council Tax address list available for download from its website since at least April 2022. The list is updated twice a year.
Following correspondence earlier this month, the Council has added UPRNs (Unique Property Reference Numbers) to the Council Tax address list along with a note on the download page confirming that the data may be re-used under the terms of the Open Government Licence:
The Council Tax dataset is published under the Open Government Licence (OGL), which permits free use, adaptation, and redistribution. We encourage users to download open data directly from the original source to ensure accuracy and transparency.
This change makes it clear that the address list is open data, and the addition of UPRNs makes it possible to geocode and map the address points by appending data from other open sources.

Geocoded open version of Cornwall address dataset
I have created a geocoded version of the Cornwall Council address dataset, which you can also download: CORNWALL_CTBANDS_ONSUD_202510.zip (19.9 MB).
This dataset contains all of the information from the underlying Council dataset, other than the postcodes. Geographic coordinates and postcodes have been appended from the latest edition of the ONS UPRN Directory (October 2025). I have prepared the data in CSV and GeoJSON formats, suitable for re-use under the terms of the Open Government Licence. Please see the enclosed ReadMe file for additional information.
